The ponds are getting really close to Flippy's oversaturation number. He fears that the Storm is getting FAR too massive for Toons to live near ponds anymore... He's been receiving data for several days straight trying to determine how to get the town's ponds drained without killing the fish, and then Surlee found a theory of his own:
"What if we harness the Gray and make the fish go there?"
Sadly, no one listened...yet. If anyone's even remotely smart around here, they might follow Surlee's advice. They never listen to him prior to a decision. Tough luck for that orange monkey...
Hold up, what's that I hear? They're listening to Surlee's theories because he's offering incentives? Ooooh, he's giving away trophies to those who can catch a bunch of fish and help him dump them into the Gray! Sounds like a really good plan now--
